Since the original bid for Zeevonk was submitted, market conditions have evolved. Delays in the Delta Rhine Corridor have affected the timeline for bringing green hydrogen to market. A phased rollout, introduced through an amendment to the original permit by the Ministry of Climate and Green Growth, ensures alignment with current infrastructure readiness and changing market demand.

▪️ Phase 1  will deliver a 1 GW offshore wind farm by 2029, together with a 6 MW floating solar pilot in 2028. 
▪️ Phase 2, planned for 2032, will add a further 1 GW of offshore wind, expand floating solar at scale, and include around 500 MW of system integration capacity. This includes the development of an electrolyser, with capacity of up to 1 GW, in the Port of Rotterdam to enable green hydrogen production.

The amended permit is now final and irrevocable. This marks an important milestone, providing clarity and confidence to move forward with one of Europe’s more forward-looking energy projects. Vattenfall and Copenhagen Infrastructure Partners remain fully committed to the success of Zeevonk. The project supports the transition towards a cleaner, more resilient energy system in the Netherlands and across Europe.
